How to Check Your Civil ID Status

Three verified methods to check your PACI application status. The web portal is fastest.

1 Method: PACI Web Portal (Recommended)

Fastest method. Works on any device. No app or registration needed.

  1. Open the PACI E-Service Portal

    Navigate to services.paci.gov.kw/Card/Status in any browser. This is the official Public Authority for Civil Information (الهيئة العامة للمعلومات المدنية) e-envelope tracking service. No login required.

  2. Enter Your 12-Digit Civil ID Number

    Type your full Civil ID number (الرقم المدني) into the input field. This is the unique 12-digit number printed on your physical card or available in the Hawiyati app. Double-check every digit — a single mistake will return "Data Not Found."

  3. Click "Query" (استعلام)

    Click the blue query button. The system searches the live PACI database. Results are instantaneous — if the page loads slowly, the PACI server may be under heavy traffic. Try again in a few minutes.

  4. Read and Understand Your Status

2 Method: Sahel App (Kuwait Government App)

Same data as the web portal, accessible from within Kuwait's unified government app.

  1. Open the Sahel App

    Launch the official Kuwait Sahel app (سهل) on your smartphone. If not installed, download it from the App Store or Google Play. Registration requires your Civil ID number and phone number.

  2. Navigate to PACI Services

    In the app, go to "Government Services" → "PACI" (الهيئة العامة للمعلومات المدنية) → "Civil ID Status Inquiry" (استعلام عن حالة البطاقة المدنية).

  3. Enter Details and Submit

    Enter your Civil ID number and tap "Inquire." The app connects directly to the PACI system and returns the same status codes as the web portal.

The PACI system cannot locate an active application under the number entered. This does not necessarily mean rejection — it often indicates a process gap between MOI and PACI.

  • 2. Application not submitted — confirm with your sponsor that the PACI step (not just MOI residency) was completed
  • 3. MOI residency expired — check your Iqama status on the MOI portal

  • 5. Final exit processed — a cancelled residency removes the PACI record entirely

Troubleshooting Common Issues

If the standard check doesn't work or your status seems stuck, use these solutions.

PACI portal shows a blank page or error

The PACI server experiences high traffic, especially during:

  • Sunday mornings (start of the work week)
  • End of month (residency renewal deadlines)
  • After public holidays

Fix: Try again in 30 minutes, use a different browser, or use the Sahel app as an alternative. The PACI portal is most reliable between 10 AM–12 PM.

I don't know my Civil ID number

Your Civil ID number is a 12-digit code (example format: 2xxxxxxxxxxxx). Find it by:

  1. Checking your physical card (front, below your name)
  2. Asking your employer or sponsor (Kafil/Mandoob)
  3. Opening the Kuwait Mobile ID (Hawiyati) app if previously activated
  4. Checking any official Kuwait document (bank statements, medical records)
  5. Looking at your MOI residency application receipt
Status stuck on "Under Process" for more than 2 weeks

Extended processing usually means a system block. Check these in order:

  1. Unpaid PACI fines — check at pay.gov.kw
  2. Unpaid MOI traffic fines — clear on the MOI portal
  3. Expired medical checkup — redo at a government clinic if needed
  4. Failed fingerprint scan — redo fingerprints at PACI

Sahel app shows different status than the web portal

Both systems pull from the same PACI database, but caching can cause temporary differences.

Fix: The PACI web portal is the authoritative source. Clear the Sahel app cache (Settings → Apps → Sahel → Clear Cache) and retry. If the discrepancy persists for more than 24 hours, contact PACI.

It means PACI has received your Civil ID application and it is currently being processed internally. The physical card has not been printed yet. Standard processing takes 3–10 working days. During peak periods (start of academic year, post-Eid), it can extend to 2–3 weeks. This is a normal intermediate status and does not indicate rejection.
The primary PACI status portal requires your 12-digit Civil ID number. If you do not know your number, you can: (1) Ask your employer or sponsor (Kafil), who would have it on your residency application receipt.
