Kuwait Civil ID Payment & Fee Schedule

One thing that confuses a lot of people: you don't pay the card fee and the fine in the same place. Card fees go through the PACI portal directly; outstanding fines are paid on the Ministry of Finance pay.gov.kw portal. If you pay the fine through PACI, it may not clear. Always use the right portal.

The standard renewal fee for Kuwaiti citizens, expats, and first-time applicants is 5 KD. Note that GCC nationals have a slightly different fee of 5.250 KD, and domestic workers are charged 2 KD.
Replacing a lost Civil ID costs 15 KD. You must also file a police report before applying for the replacement. It does not cost the standard 5 KD.
