Status: "Civil ID Under Process" Explained
If you see "Under Process," it means PACI has accepted your application and fee, but the card hasn't hit the printers yet. For 90% of people, this is a standard waiting phase. But if you're stuck here for weeks, there's a hidden blocker.
The 15-Day Escalation Rule
Do not panic if you've only waited a week. However, if your status has been stuck on "Under Process" for more than 15 working days, you likely have a hidden block (like an MoI fine or sponsor violation). At this point, you must intervene.
Typical Timelines
Standard Renewal
Typically remains "Under Process" for 3 to 5 working days.
First-Time Issuance
Can remain "Under Process" for 14 to 21 working days due to cross-referencing with Interior Ministry biometrics.
What Causes Infinite "Under Process" Loops?
When a card gets stuck, PACI's website usually doesn't tell you exactly why. Here are the most common culprits:
- Unpaid Traffic Fines: This is a cross-system block. If your sponsor (or you) has an unpaid traffic violation, the MOI pauses the Civil ID.
- Company File Suspension: If you are an expat on Article 18, and your company has a violation with the Ministry of Social Affairs (Shoon), no employee IDs will print.
- Poor Photo Quality: If the photo uploaded is blurry or has a colored background, the physical print queue rejects it mechanically.
Frequently Asked Questions
My ID has been "Under Process" for 3 weeks. Is this normal?
For renewals, no. Renewals usually take 3–5 days. For first-time issuance, 3 weeks is normal because PACI must wait for MOI security clearance and biometrics validation.
Will my Hawiyati app work while under process?
Yes! If you already had an active Hawiyati (Kuwait Mobile ID) account before renewal, the digital card updates almost immediately and remains legally valid even while the physical card is under process.
Should I visit PACI to speed it up?
Visiting before 15 days have passed will not help; the clerks will simply tell you to wait. Only visit South Surra headquarters if you have been stuck on "Under Process" for over 15 working days.
