What Causes Infinite "Under Process" Loops?

When a card gets stuck, PACI's website usually doesn't tell you exactly why. Here are the most common culprits:

  • Unpaid Traffic Fines: This is a cross-system block. If your sponsor (or you) has an unpaid traffic violation, the MOI pauses the Civil ID.
