Why is My Civil ID Delayed? (Hidden Blockers)
If your Civil ID has been stuck in the processing phase for weeks, it isn't just a slow printer. PACI's system is highly strict about cross-governmental checks. If you have an unresolved issue with any other ministry, PACI freezes the print job.
PACI Doesn't Always Tell You
1. Ministry of Interior (MOI) Traffic Fines
The most common blocker. Since PACI and MOI databases sync seamlessly, any unpaid traffic or residency fines tied to your Civil ID number will immediately halt the issuance of the physical card.
Fix: Log into the MOI e-services portal or pay.gov.kw and clear all penalties.
2. Sponsor or Company Legal Violations
For Article 18 (Private Sector) expats: If your company has committed a labor violation or missed salary payments, the Ministry of Social Affairs may place a "block" on the company file. No employees can renew until the company resolves it.
Fix: Ask your HR department or Mandoob. You cannot resolve this individually.
3. Fingerprinting & Biometric Incomplete
A major blocker for first-time applicants. If the biometric scan at the fingerprinting center was unclear, or the data failed to transmit securely to PACI, they cannot legally issue the card to your name.
Fix: Visit PACI to inquire; you may need to complete a rescanning session.
4. Poor Photo Quality Upload
If you uploaded a new photo during renewal that doesn't meet the strict 4x6 cm white-background requirements, the system may accept it digitally but fail during manual Quality Check before printing.
Fix: Book a Meta appointment. You will likely need to submit a physical correct photo.
